Vice Chancellor for Human Resources and Labor Relations
Harrisburg, PA

The Pennsylvania State System of Higher Education (PASSHE) is seeking an accomplished Human Resources leader as its next Vice Chancellor for Human Resources and Labor Relations. The next Vice Chancellor has the unique opportunity to make a lasting impact on the work lives of more than 12,000 employees of the state system, working with new Chancellor John Cavanaugh at an exciting time in the organization's history.

With 14 universities and more than 110,000 students, PASSHE is one of the largest higher education providers in Pennsylvania and one of the largest systems in the country. PASSHE employs about 170 staff in its Harrisburg headquarters, and the Vice Chancellor oversees a staff of 24.

The ideal candidate will have extensive and progressive leadership experience in human resources and labor relations (including direct experience in negotiating collective bargaining agreements), preferably in higher education or similarly complex institutions. This professional will present a keen understanding of national trends in work life, benefit policy and labor relations; an eagerness to translate best practices into public education policies and practices; deep understanding of how to create common ground among diverse constituencies; highly refined relationship-building and administrative skills, the ability to interact formally and informally with public policy leaders, union officials, representatives, and institutional colleagues; personal characteristics including the capacity to inspire the confidence and respect of internal colleagues and external constituents, high energy, enthusiasm, entrepreneurial instincts and the ability to take informed and decisive action. A master's degree and 10 years of related, progressive experience is required.
