Job Description

Center for Elders Independence
Chief Medical Officer
Oakland, CA

Founded in 1992 as a Program for All-inclusive Care for the Elderly (PACE), the Center for Elders Independence is a well respected and growth oriented organization which provides comprehensive, integrated community-based medical, social, and long term care services to residents of the East Bay. The mission of CEI is to provide high quality, affordable, integrated health care services to the elderly, which promote autonomy, quality of life and the ability of individuals to live in their communities. PACE is an integrated model of healthcare that uses an interdisciplinary team of health and social services professionals to develop and manage an individual care plan for each senior participant. At each PACE center, an interdisciplinary team formulates coordinated care plans and provides all primary medical care and social services.

The Center for Elders Independence is one of only two PACE programs in the San Francisco Bay Area. CEI currently has three PACE centers in Oakland and Berkeley which serves over 400 seniors in the East Bay, primarily Medicare/Medi-Cal beneficiaries. In 2008, the organization will open its fourth PACE center. CEI has an operating budget of approximately $45 million with 240 employees.

Under the direction of the Chief Executive Officer, the CMO will provide medical and administrative leadership at CEI with overall responsibility for quality management and utilization management. The CMO manages the medical providers and will provide leadership in continual improvement of care to participants at CEI. He/she will also provide leadership and education to enhance systems, processes, protocols, and policies for medical quality, utilization, and cost control. He/she will play a pivotal role in the organization's expansion. The CMO supervises staff physicians and nurse practitioners and oversees contracted medical services to ensure that the medical care provided is appropriate and effectively utilized. In addition, the CMO supervises utilization and quality management staff.

The ideal candidate will have a demonstrated ability to work with an interdisciplinary team and provide medical leadership and enhance provider relations to assist CEI in achieving the highest levels of quality, care, performance, and satisfaction for its participants and their families. He/she should have at least eight years of clinical medical practice, including significant experience in primary care and managed care and having a solid understanding of the needs of a geriatric population and familiarity with community-based geriatric care. In addition, significant experience in medical management is required, ideally in a PACE, health plan, long-term care, community clinic, academic, physician group practice, or other health care delivery system. MD degree. Formal training in Internal Medicine or Family Practice preferred. Subspecialty training, or experience in Geriatrics is desirable.
