Job Description

Integrated Health Partners seeks an experienced and progressive leader to step into the role of Executive Vice President and Chief Clinical Officer for this newly-formed clinically integrated network (CIN) of 10 major health centers based in San Diego and Riverside Counties.  This is an opportunity to lead the strategy and execution of the continued development of the network’s platform and business.

Integrated Health Partners recognizes the ability of their members to ensure and enhance vital community services and population health objectives for communities across Southern California.  As such, Integrated Health Partners seeks primary care capitation contracts primarily for Medi-Cal, Medicare and Covered California under a direct agreement with health plan payors.

Reporting directly to the CEO of the parent organization, Health Center Partners of Southern California, a consortium of major federally-qualified health centers, this leader will be the principal driver of the network’s vision to improve health outcomes and drive down costs through true clinical, financial, and administrative integration.

With the CEO and the MSO, the CCO will be responsible for working with the governing board and committee chairs and members, and managing the development and implementation of policies, procedures, protocols, practices and operating standards.  The CCO will provide consultation and oversight of the network’s managed care contracting business including compliance with the clinical aspects of the network’s and the health plans’ delegated activities, utilization management, maintenance of a robust specialty care network (currently in development), and other capabilities based on the network’s strategic plan and contracting roadmap.

The CCO will provide oversight of MSO functions (insourced and outsourced) including provider relations and credentialing, population health and disease management, utilization review and management, matrixed care management, quality improvement, managed care risk-based capitated contracting, claims processing, and customer service as members and regulatory agencies require and as health plan and payer contracts stipulate.  The CCO will be responsible for the network’s HIT systems and data informatics requirements.

The Executive Vice President and Chief Clinical Officer, IHP must have: Active, unrestricted, California Medical License or eligible to achieve such a license; An MBA, MHA, or other business related graduate degree is highly preferred; Board certification or Board-eligible in a primary care specialty such as family medicine or internal medicine. Preferred experience includes: Ten (10) years of progressive executive leadership experience in healthcare including a balance of business/administrative and clinical roles; Previous IPA/CIN/PHO experience is required as well as demonstrated success in capitated, value-driven contracting environments to include negotiation experience.  Leadership experience in the development of CIN, ACO, and/or population health strategies and implementation is desirable. Ideal background would also include at least five (5) years clinical experience in a managed care environment (i.e., experience delivering care to patients with managed care coverage), preferably Medi-Cal (Medicaid) managed care; minimum of five (5) years’ experience working in a community health center or other safety net health care facility; Start-up and growth experience is valued.
