Job Description

Chancellor Robert L. Caret of the University System of Maryland (USM) invites nominations and applications for the position of Vice Chancellor for Administration and Finance (VCAF).

The Vice Chancellor also serves as the Chief Operating Officer of the USM and is accountable for a wide range of financial and administrative areas. Specifically, the VCAF provides executive direction for strategic planning, performance and accountability, enrollment management, operating budget, finance and comptroller, debt management and financial reporting, endowment administration and oversight, capital planning and development, information technology, institutional research and information management, financial and administrative policy development, and human resources. 

The USM is comprised of 12 institutions, two regional higher educational centers, and a system office. It serves more than 168,000 students worldwide with an operating budget of over $5 billion. By aligning its priorities with those of the State of Maryland, and working aggressively on the cost containment efforts embodied in the USM’s Effectiveness & Efficiency Initiative, the USM has established one of the nation’s most productive and fruitful relationships with leaders in state government. 

The Chancellor is seeking a highly-respected leader with significant expertise managing the financial and administrative performance of a complex enterprise, and who will convey a keen enthusiasm for ensuring the continued success and national prominence of the system. This individual will be presented with the opportunity to achieve the following professional and personal accomplishments:

  • Serve as a senior leader of one of the most respected systems of higher education in the country, whose reputation and resources have made it a national role model for the delivery of high quality, affordable education.
  • Assume accountability for an enormously diverse mix of administrative, financial and operating areas.
  • Work directly with a diverse and outstanding mix of USM campuses, Presidents and senior leaders who are each aligned towards the achievement of the USM’s and state’s collective goals.
  • Regularly engage with Maryland’s public officials as a key “point person” in publicly articulating the USM’s fiscal and administrative policies and strategies.
  • Work in Maryland, a state known for its economic vitality, quality of life, and diversity of regions and communities.
