To build on this record of achievement and create expanded opportunities for current and future generations of Monarchs, the University seeks a collaborative and innovative leader for its Division of Administration and Finance to work with President Brian O. Hemphill, Ph.D., the University’s senior leadership team, the entire team in the Division of Administration and Finance, and individuals across campus as ODU is sharply focused on fulfilling its mission, while gaining national and international prominence.
ODU is Virginia’s entrepreneurial-minded public doctoral research university with approximately 24,000 students, rigorous academics, an energetic residential community, and robust initiatives that contribute $2.6 billion annually to Virginia’s economy. The diverse student body includes approximately 49% students of color, nearly 800 international students from 90 countries, and 25% military-affiliated students. ODU has also once again been recognized among the region’s and nation’s top colleges. Students benefit from a 17:1 student-to-faculty ratio and are supported by 901 dedicated and nationally recognized faculty members. In U.S. News & World Report’s 2021 “Best College” rankings, ODU maintained its ranking of 126 out of 1,500 public universities. For the second year in a row, ODU also ranked as a top university for social mobility. The incoming Vice President for Administration and Finance will be a key advisor and thought partner to President Hemphill, who began his tenure in July of 2021 as its ninth president. The Vice President will play an integral role with the University leadership team and will lead the offices of: Finance, University Budget, Information Technology Services, Auxiliary Business Services, Military Activities, Procurement Services, Facilities Management and Construction, Public Safety, Real Estate Foundation, and Space Management. The Vice President will serve as the administrator to the Administration and Finance Committee of the Board of Visitors. The new leader will also conduct financial analysis and planning to ensure the financial viability of ODU, while maintaining access to students through reasonable tuition and fee rates. The new leader will coordinate the development of the University’s annual operating budget, in excess of $480 million, and its biennial operating and capital budget submissions to the Commonwealth of Virginia.
ODU’s new Vice President for Administration and Finance will be a forward-thinking, visionary, and entrepreneurial leader ready to provide dynamic leadership in the planning, implementation, and management of customer-focused financial and administrative services in support of the University’s mission of transformative teaching and learning, scholarly excellence, and meaningful service to its multiple communities. The Vice President for Administration and Finance will have the skill set to lead across multiple administrative areas; possess the ability to communicate effectively in public; implement a broad vision; handle many competing interests and details; and supervise a large and diverse staff. A master’s degree or equivalent in business, public administration or a related field and extensive executive-level leadership experience in the areas of finance and budget are required. Executive-level budget experience at a public institution of higher education and knowledge of the laws and regulations of the Commonwealth of Virginia as they apply to higher education are preferred.
